The Space Foundation Conference

Vicki Ann Belleau is a native of Abrams, Wisconsin. She is attending the University of Nebraska College of Law to obtain an LL.M. in Space and Telecom Law. She participated in the Manfred Lachs Space Law Moot Court Competition. Currently, Vicki is researching defending “cyberspace” and its impacts on international law. Upon graduation, Vicki will go to her next assignment with the United States Air Force. Vicki is a Captain in the United States Air Force. Vicki received her commission through Direct Appointment in April 2002. In 2002, her first assignment as a judge advocate was to the legal office at Minot Air Force Base, North Dakota. She served as the Chief of Military Justice and the Chief of Adverse Actions. In June 2004, she was selected to become the Area Defense Counsel at Minot AFB. She was responsible for managing the office and providing defense legal services for military personnel at Minot AFB and throughout the then Central Circuit. In September 2005, Vicki served as an Appellate Defense Counsel representing Air Force members before the Air Force Court of Criminal Appeals, the United States Court of Appeals for the Armed Forces and the Supreme Court of the United States. In 2001, Vicki obtained her Juris Doctorate at Howard University School of Law. During law school she was involved in DC Law Students In Court. She also was the Co-Captain of the Charles Hamilton Houston National Moot Court Team. She received her Bachelor of Arts from the University of Wisconsin-Madison, with a dual major in Behavioral Science and Law and Afro-American Studies. She also received a certificate in Criminal Justice. Vicki has always been active in various community service activities, currently volunteering her time at the Capital Humane Society in Lincoln, Nebraska.
