Philip J. Richter

Phil Richter is a structural engineer who has specialized in earthquake engineering and structural dynamics. He worked for Fluor Corporation from many years and was a Senior Technical Director and a Corporate Fellow. During his tenure with Fluor, Phil became the technical lead related to the company’s interest in space engineering and construction. He has been involved in a leadership role in developing the biannual space conference series “Engineering Construction and Operations in Space” which began in 1988 and continued through 2002. These ASCE Conferences were held in Albuquerque, NM. He has also been involved in the offshoot series, “Earth and Space 2004 and 2006” also put on by ASCE. He has been deeply involved in managing the new odd year conferences “Space Exploration 2005 and now 2007” put on by SESI and cosponsored by ASCE. As President of SESI (Space Engineering and Science Institute) Phil is the main administrator for the new conference series. Phil has written many professional papers in his field of structural engineering and has also co-authored a number of papers on lunar bases and facilities as well as the development of lunar resources. Phil’s wife Ruth has supported his efforts in all of the space conferences, and has played a major role in the administration of Space Exploration 2005 and 2007.
