The Space Foundation Conference

Charles Miller is co-founder and CEO of Lynk.  He is a serial space entrepreneur with 30 years’ experience in the space industry. Charles has been the founder or co-founder of multiple private ventures and organizations. He is a national leader in the creation and development of public-private partnerships in commercial space to serve public needs. 

One of Charles’ previous startups is NanoRacks, which has delivered more than 700 payloads to space and is the current world leader in nanosatellite launches. Charles served as NASA’s Senior Advisor for Commercial Space from 2009-2012 where he advised NASA leadership on commercial public private partnerships. At NASA, he managed USG teams that developed strategies for commercial development of reusable launch vehicles, on-orbit satellite servicing, orbital debris removal, microgravity applications, lunar development, space communications, and space solar power. Charles’ clients have included NASA, DARPA, the USAF, and many private commercial space firms.

Guests: Dr. Jeff Foust and Charles Miller returned to The Space Show to discuss their three part series, "The Vision for Space Exploration and the retirement of the Baby Boomers," in The Space Review. We started the discussion today with the introduction to the problem as they see it. Baby Boomers will soon be retiring and taxing the entitlement and other support aspects of the U.S. budget. Thus, there will be fewer funds available for the discretionary budget including NASA and programs such as the VSE.

In addition to the NASA COTS discussion, we also held a special contest for the best call-in question of the program. The prize was an once-in-a-lifetime tour of the High Bay at Space Systems/Loral in order to see how satellites are actually made. Our winner was Marshall Martin of Dallas, TX. You will want to hear his show-stopping question in the third segment of the show.

Charles continued our discussion on space based solar power (SBSP) and the recent NSSO report, but this time more from the business case and financial perspective as he was a leading participant in helping to research and provide reliable and useable information for the NSSO in their study. During this interview, Charles was asked many questions by listeners about the global reach and effectiveness of a potential space based solar power system, closing the business case for SBSP, and even terrestrial energy options.

Charles Miller, CEO of Constellation Services Incorporated (CSI) returned to The Space Show with this program. Mr. Miller began the discussion with an explanation of the COTS program, what it is and what it is not. From there we discussed the two winners and what NASA is obligated to do with the product developed by both or either of the companies. For example, since COTS is not a services acquisition program but instead a demonstration program, there is nothing to sell to NASA as defined by this type of program.
