Declan O'Donnell is a noted attorney specializing in the law of outer-space as well as tax and securities litigation. During this program, we discuss space policy from the legal perspective, the United Nations space treaties and their relationship to outer space commerce. We also look at other factors influencing the development of space commerce and Mr. O'Donnell offers suggestions for how best to move forward in developing a commercial space economy through creative policy changes coupled with effective programs and the United Societies in Space (USIS). We also discuss creating the consensus approach to the human settlement of space, the impact of the Columbia accident, the Iraqi war, and our present economic conditions on space commerce.
